Senior Manager – Regional Programmes (Capital Planning and Higher Education Public Private Partnership Programmes)

Main Responsibilities:

• Lead the planning, development and delivery of strategic capital programmes that support higher education infrastructure across Ireland.
• Design and implement funding programmes, investment frameworks and governance models, ensuring value for money and compliance with public sector policies and regulations.
• Manage the delivery and oversight of capital investment and Public Private Partnership (PPP) programmes, ensuring effective programme governance, contract management and operational performance.
• Analyse complex data to inform capital planning, investment decisions, policy development and programme performance, producing reports and strategic recommendations for senior stakeholders.
• Build and maintain strong relationships with higher education institutions, government departments, public bodies and private sector partners to support programme delivery and strategic objectives.
• Represent the organisation at meetings, working groups and stakeholder forums, acting as a key liaison across major capital investment initiatives.
• Monitor programme performance, identify risks and opportunities, and ensure effective reporting, compliance and continuous improvement across all activities.
• Lead, manage and develop a high-performing team, fostering collaboration, innovation and professional growth.
• Contribute to organisational strategy, policy development, process improvement and the implementation of new systems and technologies.
• Undertake additional duties and projects as required to support the objectives of the Capital Programmes function.

Requirements:

• Minimum of a NFQ Level 8 degree in a relevant discipline such as engineering, architecture surveying, programme management, economics, capital development finance. Post graduate qualifications will be an advantage.
• A minimum of 8 years’ relevant experience in areas such as capital programmes, strategic capital planning, infrastructure delivery, contract/commercial management, PPP operations, or related areas within a public sector or regulated environment.
• Strong commercial acumen, with clear understanding of cost drivers, experience working financial models, risk assessment, and cost management.
• Excellent written and spoken communicator with ability to communicate with focus, simplicity and clarity, adapting to audience.
• Strong ability to interpret and synthesise quantitative and qualitative data to inform policy and investment decisions.
• Excellent stakeholder management and negotiation skills, with experience key stakeholders such as government departments and bodies and external partners.
• Familiarity with public sector funding processes, governance frameworks, Infrastructure Guidelines, and Public Procurement Requirements.
• This role will require regular travel; therefore, a valid and clean Irish driving license is required.
