Programme/Project Manager, Capital Programmes Unit

Here at Osborne we are working with a leading public sector organisation that supports and develops education across Ireland. Duties and Responsibilities:

  • Manage capital projects and programmes through all stages of the project lifecycle, from planning and appraisal to delivery and completion.
  • Monitor project progress, budgets and performance, ensuring projects are delivered on time, within budget and in line with governance, procurement and regulatory requirements.
  • Review project proposals, business cases and investment plans, providing analysis and recommendations to support strategic decision-making.
  • Prepare financial reports, monitor programme expenditure and support funding management and reporting.
  • Develop and maintain project management systems, processes and documentation to support effective programme delivery.
  • Build and maintain strong relationships with internal teams, higher education institutions, consultants and external stakeholders to ensure successful project outcomes.
  • Lead and support junior team members through mentoring, guidance and knowledge sharing.
  • Contribute to strategic initiatives, process improvements and other projects as required to support the wider Capital Programmes function.

Requirements:

  • A relevant NFQ Level 8 qualification (or higher) with a minimum of 2 years’ relevant experience, or an NFQ Level 7 qualification with at least 3 years’ relevant experience in areas such as engineering, architecture, surveying, project management, construction, capital development, economics or finance.
  • Experience managing or supporting capital projects, infrastructure programmes or construction-related initiatives.
  • Strong project management, organisational and planning skills, with the ability to manage multiple priorities and meet deadlines.
  • Experience reviewing project proposals, business cases, budgets or financial information.
  • Excellent analytical and problem-solving skills, with the ability to interpret data and make informed recommendations.
  • Strong stakeholder management and communication skills, with the ability to build effective working relationships across multidisciplinary teams.
  • Ability to work independently, take ownership of projects and deliver high-quality outcomes.
  • Proficiency in Microsoft Office, particularly Excel. Experience with project management or data visualisation tools (e.g. MS Project, Power BI or Tableau) is desirable.
  • Knowledge of public sector governance, procurement or infrastructure guidelines and a recognised project management qualification (e.g. PRINCE2 or PMI) would be advantageous.
