HR Operations Manager – Ireland & UK

Location: Citywest, Dublin

Salary: €83,000–€98,000 + €8,000 car allowance

Travel: Some travel to the UK required

Working Pattern: Office-based, Citywest

About the Role

We are seeking an experienced and commercially focused HR Operations Manager to lead our People Operations function across Ireland and the UK.

This is a senior leadership role responsible for ensuring the effective, compliant and efficient delivery of HR operations across a complex, multi-site and multi-jurisdictional organisation. You will lead a high-performing People Operations team, partner closely with People Business Partners and senior stakeholders, and drive continuous improvement across HR processes, systems, data and employee lifecycle activities.

The successful candidate will be an experienced HR Operations leader who combines strong people leadership with excellent knowledge of HR systems, governance, compliance, data integrity and operational excellence.

Key Responsibilities:

Team Leadership & Stakeholder Engagement

  • Lead, develop and motivate a high-performing People Operations team across Ireland and the UK.
  • Build a culture of accountability, responsiveness, collaboration and service excellence.
  • Partner with People Business Partners and key stakeholders to deliver effective operational HR support and strategic people initiatives.
  • Build resilience across the function through cross-training, flexible support models and proactive workload management.
  • Act as a trusted senior advisor on HR operations and service delivery.

Governance, Compliance & Data Integrity

  • Own and maintain compliance with Irish and UK employment legislation, GDPR and relevant evolving EU employment directives.
  • Ensure HR data and payroll flows are accurate, timely and audit-ready.
  • Maintain robust HR systems, validation controls, policies, procedures and supporting documentation.
  • Identify and address data anomalies, process risks and compliance gaps.
  • Drive continuous improvement in HR reporting, data governance and operational controls.

Process Improvement & Operational Excellence

  • Champion the standardisation, simplification and automation of HR processes across the organisation.
  • Identify operational inefficiencies and implement sustainable, preventative solutions.
  • Use data and reporting insights to identify trends, risks and opportunities for improvement.
  • Lead process mapping and RACI development to ensure clear ownership and accountability.
  • Enhance HR technology and digital tools to create scalable, efficient and user-friendly processes.
  • Support and/or lead large-scale HRIS and payroll transformation projects.

Employee Lifecycle & Experience

  • Oversee key employee lifecycle processes including onboarding, offboarding, rewards administration and other core HR operations.
  • Ensure processes are delivered consistently, efficiently and in line with legal and organisational requirements.
  • Provide accessible, high-quality HR operational support across a dispersed workforce.
  • Support employee relations processes in partnership with People Business Partners and relevant stakeholders.
  • Continuously look for opportunities to improve the employee experience through effective and responsive HR operations.

About You – Required Experience

  • 5+ years’ senior HR Operations and people management experience, ideally within a multi-site, multi-jurisdictional organisation.
  • Proven experience leading and developing an HR Operations or People Operations team.
  • Strong track record in HR service delivery, process improvement and data integrity.
  • Demonstrable experience with HRIS, HR systems, reporting and payroll data flows.
  • Strong knowledge of employment legislation and HR compliance across Ireland and/or the UK, with European exposure desirable.
  • Hands-on experience with RACI frameworks and HRIS is essential.
  • Experience driving operational excellence, process standardisation and continuous improvement.
  • Proven ability to influence stakeholders and build effective relationships across a complex organisation.
  • Strong analytical and problem-solving skills, with the ability to identify anomalies, risks and opportunities through data.
  • Comfortable operating in a fast-paced, changing environment while maintaining strong attention to detail.
  • Willingness to travel to the UK as required.

Desirable Experience

  • Experience within construction, engineering or complex professional services.
  • Experience with process mapping, Lean, Six Sigma or other continuous improvement methodologies.
  • Experience leading teams through HRIS and/or payroll transformations.
  • Experience working across multiple European jurisdictions.

Qualifications

Required:

  • Degree in HR, Business or a related discipline (NFQ Level 8 or equivalent).
  • CIPD Level 7 or postgraduate HR qualification.

Desirable:

  • Lean, Six Sigma, process improvement or continuous improvement certification.
  • Additional training or qualification in employment law, GDPR/data protection or HR analytics.
