Osborne Executive Search is delighted to announce an exclusive partnership with the Housing Financing Agency, as they embark on the search for their next CEO.

The Housing Finance Agency plc (HFA) is a public body under the aegis of the Minister for Housing, Local Government and Heritage. The HFA’s board is appointed by the Minister for Housing, Local Government and Heritage, with the consent of the Minister for Public Expenditure and Reform. There are twelve board members, including the CEO. The HFA has a staff complement equivalent to 21 full time staff members.
The HFA is the main provider of long-term debt for social and affordable homes in Ireland. Its main remit is to lend to local authorities (LAs), approved housing bodies (AHBs) and Higher Education Institutions (HEIs) for housing and related purposes, and to borrow or raise funds to enable such lending. The HFA currently has a loan book of €7.5 billion.
The HFA employs 21 staff and has four teams – HFA Corporate Services, HFA Finance,  HFA Lending and HFA Risk and Compliance.

The Role:
Accountable to the Chairperson and to the Board of the HFA, the CEO is responsible for the management, leadership and strategic direction of the agency, maintaining relationships with external stakeholders and setting high standards for executive colleagues. The performance of the CEO will be reviewed annually in accordance with the process determined by the Board.
The CEO will lead all aspects of the organisation and be responsible for implementing the HFA’s Strategy 2026, which sets out ambitious lending targets for the Agency. They will also oversee development of the next strategic plan, mapping out the aims and the direction of the organisation as it continues to contribute to the Government’s housing delivery plans.
Qualifications and Relevant Experience:

  • A good level of relevant educational attainment.
  • A minimum of six years of management experience at a senior level in areas to include
  • Finance/resource management.
  • Strategic management
  • Managing change
  • Managing multi-disciplinary teams
  • Corporate governance
  • Procurement
  • A proven track record of strong leadership
  • Experience in developing and implementing corporate strategies and plans
  • A strong understanding of corporate finance and governance
  • Excellent interpersonal and communication skills with a track record of effective interactions in stakeholder environments
  • A good knowledge and understanding of both the public and private housing markets in Ireland.
  • A good knowledge of Government Housing Policy
