Head of Finance & Facilities
We are working with a key Public Sector client who is seeking to hire a Head of Finance and Facilities for their organisation. This is a full-time permanent position, based in Dublin 24. You will play a vital role within the senior leadership team. If you have experience delivering complex projects and strategic financial skills, this role may be for you.
Responsibilities:
- Support and advise the Chief Executive Officer in fulfilling statutory responsibilities as Accounting Officer, including the Annual Appropriation Account and Statement of Internal Financial Controls.
- Contribute to the executive leadership of the Agency and provide strategic support and advice to the Board and its Sub-Committees.
- Build and maintain effective relationships with key internal and external stakeholders.
- Lead and oversee the Finance, Procurement and Facilities functions, ensuring delivery of strategic priorities and workplans in line with the Corporate Strategy.
- Promote a culture of continuous improvement, innovation and organisational development to ensure services are efficient, high-quality and customer-focused.
- Develop and monitor Key Performance Indicators, ensuring delivery within agreed budgets and timescales.
- Provide strong financial governance, including effective risk management, management information, internal audit engagement and financial controls.
- Oversee the preparation of Annual Accounts, annual budgets and financial reports for the Board and relevant committees.
- Oversee the acquisition, disposal and management of properties and assets in accordance with relevant legislation, codes and guidelines.
- Ensure financial procedures and accounting policies remain robust, current and aligned with legislation, circulars and best practice.
- Oversee the implementation and enhancement of financial, property, payroll, pensions and asset management systems and processes.
- Provide executive oversight of procurement strategy and governance.
- Provide expert advice and direction to staff on procurement matters and ensure effective management of the Contracts Register.
- Undertake additional duties and responsibilities as required to meet the evolving needs of the organisation.
Key Requirements:
- Level 8 NFQ qualification, or higher, in Finance, Business, Management or a related discipline.
- Professional accounting qualification (e.g. ACA, ACCA, CPA, CIMA or international equivalent) with current membership of an IAASA-supervised professional accountancy body.
- At least 5 years’ senior leadership experience in finance, business support or related functions within a complex organisation.
- Full, clean Category B driving licence valid in Ireland.
- Strong strategic and financial planning skills, with the ability to shape long-term organisational direction.
- Proven ability to lead and deliver complex projects, effectively managing resources to achieve agreed outcomes.
- Experience in analysing, monitoring and reporting on organisational performance.
- Demonstrated ability to lead, coach and develop high-performing teams and deliver against challenging objectives.
- Experience using financial accounting and digital financial management systems.
- Experience in public procurement and/or property management.
- Senior-level experience working within, or closely with, the Public Sector, including Government Departments and State Agencies.
- Proven experience working with Boards and Committees, particularly Audit and Risk Committees.
