HR Director 

Based Onsite– Stamullen, Co Meath  

The main goal of this position is to lead and manage human resource services to the highest professional standards, ensuring they are efficient, effective, high-quality, and compliant with best practices and statutory requirements. 
The core purpose of the role includes leading and coordinating recruitment, selection, retention, and training/development strategies, as well as maintaining positive employee relations to ensure a high-quality, motivated workplace. 
The Director will also implement HR policies and ensure adherence to best practices across the organization. They will participate at a senior level in overall governance arrangements. 
Under the direction of the Chief Executive Officer, the HR Director will be responsible for the following, guided by the organization's mission, vision, values, and relevant legislation and standards: 

Strategic Leadership 

  • Provide professional and corporate leadership through the Senior Management Team. 
  • Promote high-quality HR practices using evidence-based approaches for service effectiveness and efficiency. 
  • Develop HR strategic plans and goals to create supportive, healthy workplaces, including staff motivation and welfare. 
  • Advise the CEO on HR supports that meet changing service needs within available resources. 
  • Participate in the corporate governance structures of the Group. 

Managerial Responsibilities 

  • Establish and maintain good working relationships with all stakeholders. 
  • Delegate appropriate responsibility and authority while retaining overall accountability for outcomes and HR Department responsibilities. 
  • Support senior managers in evaluating, implementing, and monitoring HR policies and legislation within their areas of responsibility. 
  • Maintain excellent communication with staff at all levels. 
  • Prepare monthly HR performance reports for the Senior Management Team. 
  • Oversee the development and implementation of agreed HR service plan objectives. 

Policy Development & Review 

  • Support the CEO in developing and implementing HR policies and guidelines that support person-centered services in line with regulations and National Standards. 
  • Lead and manage the implementation of best practice policies and procedures. 
  • Regularly review and update HR policies and procedures in line with changes in Employment Law. 

Manpower Planning, Recruitment & Retention 

  • Design manpower planning programs to maintain existing services and meet new service development requirements. 
  • Ensure workforce planning includes succession planning for essential posts. 
  • Develop and implement strategies for recruiting and selecting qualified staff to meet service needs. 
  • Implement systems to maximize staff retention within the organization. 

Employment & Pay Control 

  • Efficiently and effectively manage all resources within the agreed budget. 
  • Ensure services are managed within approved staff complements. 
  • Maintain pay control within agreed parameters. 

Employee Relations 

  • Provide advice and support to senior managers on all HR-related matters. 
  • Ensure staff are fully informed of HR policies and procedures and that communication lines are clear. 
  • Manage grievances and disciplinary matters in line with relevant policies. 
  • Represent the organization at the Workplace Relations Commission and other forums if required. 
  • Promote positive working relationships across all staff teams. 

Staff Training & Development 

  • Stay informed on current HR management practices and commit to ongoing professional development. 
  • Participate in education and in-service programs as needed. 
  • Support and educate all staff, including new staff induction and ongoing performance appraisal. 
  • Lead and implement training and development strategies to ensure staff skills meet service needs. 
  • Foster a culture of learning, innovation, and creativity to support staff potential. 
  • Develop strategies to maximize staff participation, aligning goals and commitment with organizational objectives. 
  • Annually develop a training plan based on needs analysis and staff feedback, and ensure appropriate training programs are implemented. 
  • Review funding protocols for external training to ensure alignment with service needs. 
  • Oversee mandatory training programs for staff. 

Regulatory Compliance 

  • Ensure HR policies and practices comply with regulatory requirements. 
  • Ensure mandatory training is available to all staff. 
  • Maintain and make available training records for inspection purposes. 

HR Systems 

  • Assist in evaluating IT systems to support HR functions. 
  • Oversee the implementation of IT systems to meet business needs. 
  • Regularly review systems to ensure they meet changing needs. 

Health and Safety, and Employee Welfare 

  • Lead in promoting workplace health and safety, including strategies to minimize occupational injuries. 
  • Support staff absent due to illness or injury. 
  • Manage and regularly promote the Employee Assistance Program (EAP). 
  • Perform duties in accordance with health and safety requirements and organizational policies. 
  • Attend and complete all mandatory training relevant to the position.
