The Osborne Technical and Engineering team are urgently sourcing for a Maintenance Manager role with our client based in Dublin 4. Due to the nature of this role, there will be requirement for full-time onsite work.
General Accountability
Assist in maintaining awareness of the Mission and values throughout the Hospital in relation to all Support Services activities.
Support the Building Services Manager in developing and maintaining best practice in the management of the Building Services Department.
Assist in reviewing and updating Policies, Procedures and Systems that support the needs of the hospital.
Demonstrate behaviour consistent with the Values of the Hospital.
Specific Accountability
Provide effective management of the Building Services Department, which will drive the provision of a customer/patient, focused service.
KEY RESPONSIBILITIES
Be an active, hands-on member of the Building Services team.
Manage the maintenance dept for preventative maintenance, servicing, inspection and repair.
Promote and foster positive relations with staff and external contractors.
Define, (where appropriate in accordance with manufacturers guidelines, digital safety file), the maintenance requirements of all buildings, plant, and all services equipment.
Develop and implement programmes for preventative maintenance, routine ongoing operational maintenance and for the undertaking of repairs and renewals in respect of buildings, equipment and site (incl. roads, grounds and car parks).
Ensure that the hospital is at all times in compliance with statutory regulations, guidelines and with the requirements of its insurers in respect of the buildings, plant and equipment under the control of Building Services (where funding has been allocated by hospital leadership for same).
Chair the Energy Management Programme for the hospital including driving ISO 50001 accreditation.
Manage the technical aspects of the building services systems (including but not limited to lighting, general services, LV distribution, networking, TV system, pneumatic tube system, security system, automatic doors, nurse call system, fire alarm, utilities, telephony system, DAKS, paging system water services, heating, ventilation, cooling, controls, fire fighting services, gas, oil, utilities etc) in order to avoid disruption to service and to facilitate changes and enhancements within defined timelines.
Manage the fire safety systems including fire safety equipment, alarm systems and infrastructure. Participate in the hospitals Fire Safety Programme.
Ensure that all external contractors are informed of and comply with all Health and Safety regulations in the performance of their work.
Deal with new challenges in the hospital setting
Project Management
Prepare and deliver a regular programme for capital projects via the facility improvement plan (with assistance from external design team members where required).
Liaise with clinical staff/leadership to ascertain future maintenance and capital requirements (including replacement and repairs) for tendering for purposes of procuring the most cost effective applicable solution (including for lifecycle costing)
Manage the ongoing replacement strategy for M&E and building fabric equipment
Ensure new equipment items at requisition and delivery stage are reviewed to ensure they are fit for purpose and appropriate for use.
Provide advice and technical direction for the development and execution of capital projects.
Monitor and evaluate delivery on projects to ensure that agreed contract terms are complied with including project timescales, infection control requirements, budgets etc.
Prepare and manage budgets for all programmes and projects with an emphasis on value for money.
Develop standard operating procedures for the specification, drawing, costing and delivery of approved capital projects. These should include procedures for the selection of external contractors, contracting, monitoring of works and approval and acceptance of completed works.
Ensure that operational procedures and work practices are appropriate for the delivery of the most cost effective services and capital developments in the hospital.
Develop commissioning procedures and acceptance tests in conjunction with design teams, in the handing over of new plant, equipment and buildings to the control of the hospital.
Contribute to the design and implementation, in accordance with hospital policy, of management information systems, which contribute to enhance decision-making.
Responsible for ensuring a qualitative review of M&E and building service contracts.
In additional, there will be various aspects of Health and Safety, Security, and Quality Management that would fall under the responsibility of this role.
