Here at Osborne we are currently sourcing a HR Manager for our client within the public sector based in Dublin City Centre. This is a fast paced role within a busy environment and the successful candidate will have a minimum of 5 years experience working within the public sector. The HR Manager will be responsible for recruitment, employee well being, learning and development, the secure collection and storage of personnel data and all related HR administration. This is a contract role with a view to permanency.
Job Requirements:
Lead the HR function, including in the development of strategy, annual operational plans and annual budgets
Manage HR function, including in relation to working conditions, salaries, personnel records, superannuation schemes and related matters
Lead, motivate and develop the HR team
Guide and develop the implementation and coordination of HR policies, processes, practices and programmes
Manage the effective recruitment and deployment of staff
Develop and oversee the implementation and evaluation of a Learning and Development strategy
Manage the industrial relations procedures and arrangements of the business, liaising with the appropriate in-house and external staff representatives as required
Oversee investigations and disciplinary procedures as required
Provide internal support on all HR matters to managers and staff
Essential Requirements:
At least 5 years’ experience in a management role in HR
A relevant qualification at degree level
Experience of working in HR in a public sector organisation within the last five years
An excellent knowledge of employment legislation and of public sector guidelines and circulars relevant to HR
Experience of negotiating in a unionised environment
Strong leadership, development and people management skills
Well-developed skills in conflict resolution, mediation and negotiation
In addition, the ideal candidate will have the following:
Membership of a relevant professional organisation (eg CIPD)
A knowledge of the operation of public sector pension schemes
